Council approves about $1.3 billion GMP for new airport terminal

The San Antonio City Council approved an ordinance to set a guaranteed maximum price (GMP) for construction of Terminal C at San Antonio International Airport, advancing a major phase of the airport's terminal development program.
Airport staff described the action as a key delivery milestone for the Terminal Development Program. Jesus Saenz, director of aviation, told the council the GMP transfers construction cost and schedule risk to the construction manager at risk and allows the project to proceed. "We are transitioning the risk," Saenz said, and noted the project is on schedule and remains within the capital program approved by council.
City materials and the staff presentation identified the funding sources for the work: airport grants, interim airport financing, passenger facility charges and the airport improvement and contingency fund included in the FY2026 capital budget. Saenz said the project team has completed roughly 90% of the design and that the overall capital authorization previously approved by council remains unchanged.
The ordinance was moved, seconded and approved on the council floor with no public speakers registered on the item. Staff said the approved GMP increases the contract capacity to roughly $1.3 billion to match the latest design and program requirements; the broader Terminal Development Program budget remains at about $1.69 billion when connecting elements and additional gates added after 60% design are included.
What's next: staff will finalize contract documents with the construction manager at risk and continue coordination with local subcontractors and disadvantaged-business outreach that has been part of the procurement and development process. City staff told the council they have held outreach events and have awarded early packages to local firms as part of the program.
