The Panama City Planning Board at its meeting voted unanimously to table consideration of a major development order for a proposed project at 16500 Panama City Beach Parkway after the project's attorney asked the board to delay action while a development agreement is finalized.
Cole Davis, identifying himself and the project address and saying he represents the San Andrews Bay Yacht Club, told the board the yacht club and neighborhood are negotiating terms and asked the board to postpone consideration “and wait until we can bring back a more cohesive package to you.”
A board member then moved to table the item and the motion was seconded. The board took a roll call vote and approved tabling the development order; each seated member voted yes in the roll call. The board did not set a date certain for rescheduling, and members said staff will notify the board when the yacht club and neighborhood have a package ready for consideration.
Earlier in the meeting the board approved the minutes from Dec. 8, 2025. The motion to approve the minutes passed on a roll call vote with four yes votes and one abstention from Board member Cherry.
With the development order tabled and no members of the public indicating a desire to speak, the board adjourned the formal meeting and proceeded to a brief orientation for new board members that the chair and staff said would cover standard procedures and expectations.
