Public works reports single bid for recycling RFP; Wharf Park final phase bids due

The town’s director of public works reported to the council on Feb. 5 that the recycling request for proposals (RFP) attracted a single bid and that the municipal solid-waste RFP is in draft form and expected to be released by the end of the month with an anticipated July 1 contract start.
Public Works said contractors for recycling are scarce in the region and that market changes have reduced outlets for some classes of recyclable materials (for example, certain plastic classes and wax-coated cardboard). The director said contractors will often leave a contaminated recycling container rather than contaminate a load, and that the town intends to include contractor education and quarterly materials in the contract.
The town also reported the final phase of Wharf Park work is near completion: bids for the band shell, parking lot and lighting were due the following day. The director said the municipal solid-waste contract the town currently has expires June 30 and staff hopes to award a new contract before July 1.
Council asked about resident education on proper recycling preparation and were told that prior contracts required contractors to provide educational materials; staff said the current utility-bill process makes including such materials more expensive and communications will be part of the new contract work.
No awards were made at the meeting; council asked staff to return with reference checks and updates at the next meeting.
