Council approves zoning text amendment to update sign rules

The Centreville Town Council adopted Ordinance 15-2025 on Feb. 5, 2026, approving changes to the town zoning code on signage that the council and applicant said will clarify definitions and design standards for shopping-center signage.
The amendment, initiated by a property owner in a business park and refined by the planning commission, revises Chapter 170 to update sign definitions, design standards and the town’s sign chart. Town Attorney described the change as one that began with a shopping-center request and expanded as staff and the planning commission identified other inconsistencies in the code.
Ryan Showalter, representing Mid Atlantic Real Estate Investments, said the updated text provides a consistent approach for shopping-center signage and reduces uncertainty when tenants change. “It accomplishes our objective, which is to have the opportunity to present an overall signage plan to the planning commission for a shopping center to ensure that the signage is consistent throughout the center,” Showalter said.
Council members who spoke during the roll call said the amendment removed ambiguity from the code and represented a substantial improvement over the prior language. The council took a motion to approve the ordinance and voiced approval; the transcript records affirmative votes and a partial roll-call affirmation (individual tallies are not fully recorded in the public transcript).
Ordinance 15-2025 will become part of the town zoning code (Chapter 170) following standard post-adoption steps. No appeals or legal references were raised during the hearing.
The council also received proof of publication: Town Clerk Gaye Adams certified that the legal advertisement ran in the Bay Times Record Observer on Jan. 2 and Jan. 30, 2026.
The council moved on to new business after the ordinance passed.
