Planning staff told the commission that HUD‑regulated manufactured homes (the class distinct from modular homes) are currently allowed in AGC, RUD and RSF‑30 but not in RSF‑40. Commissioners questioned the historical reasons for the distinction, whether lot-size or covenants constrain placement, and whether manufactured homes of equivalent square footage should be allowed on RSF‑40 lots.
Staff said the matter will require a mapping exercise to determine how many RSF‑40 parcels exist, how many are vacant, and how many are subject to restrictive covenants that would prevent manufactured homes. Staff also noted screening and size requirements already applied in RSF‑30 that could inform any RSF‑40 policy changes. The commission asked staff to return with findings within about 90 days.
