The Sykesville Board of Zoning Appeals ended testimony Feb. 4 and set a schedule to allow deliberation and briefing in the contested Thrive appeal.
Chair moved and the board approved a motion to continue the Thrive appeal (case 2025-O4) and direct both parties to submit simultaneous memoranda addressing only issues raised during the Feb. 4 hearing. The board set the memoranda deadline for Feb. 16, 2026. The board also scheduled a separate variance decision meeting for Feb. 11 and set a continued hearing for the Thrive appeal on Feb. 24 at 6 p.m.
The board explicitly instructed the parties that memoranda should not introduce new issues beyond the hearing record. The continuance motion for a related variance (case 2025-O2) was also approved earlier in the session by voice vote.
Board members indicated they aim to conclude testimony at the Feb. 24 session and have adequate time to digest submitted memoranda; the board plans a closed-session deliberation followed by a public vote when ready.
The clerk was tasked with posting the continued hearings and collecting memoranda for distribution to board members prior to the Feb. 24 resumption.
