Staff said the selection stood out because of Tool Design Group’s community‑engagement plan: it includes a multi‑day canvass in the LCI area and online opportunities such as surveys to maximize participation. Staff noted all scoring criteria and RFPs were provided to council members in advance via email.
Staff said the contract recommendation will be placed on the consent agenda for formal approval at the next properly noticed meeting. No contract vote occurred at the work session.
