Conyers council adopts code correction, midyear budget amendment, engineering contracts and multiple appointments

The Conyers City Mayor and Council approved ordinance 14-64 to remove a charter/code discrepancy, adopted a midyear budget amendment (ordinance 14-65), approved engineering agreements for West Avenue and Rockbridge/Green Street, confirmed several board appointments and an alcohol-license holder change, and tabled committee formation to Feb. 18.
Conyers Mayor and Council met Jan. 21, 2026, and approved a set of ordinances, resolutions, professional-services agreements and appointments intended to align city code with the charter and to move ahead on several infrastructure and administrative items.
City staff presented ordinance 14-64 to remove a discrepancy between a Charter provision and the Code of Ordinances that described how budget amendments are adopted. "What the Charter requires is that all ordinances be amended by ordinance," Speaker 8 said, and asked the council to adopt ordinance 14-64 and waive the second reading. Council members moved, seconded and approved the ordinance.
The council then considered ordinance 14-65, a midyear amendment to the fiscal-year budget ordinance 14-19. Speaker 9 said the amendment adjusts General Fund revenues and reflected a midyear overage the city would place in fund balance. "So at this point, I ask you that you, adopt ordinance 14-65, and waive the second reading," Speaker 9 said. The motion passed.
On contracts, the council approved two separate agreements with Keck & Wood Incorporated: a $51,400 agreement for West Avenue beautification work and a $24,000 agreement for Rockbridge Road at Green Street engineering services. Speaker 10 described the West Avenue contract as including traffic and crash analyses, feasibility work and a public meeting with local businesses; he said design work would be optional and billed on percent complete.
Several appointments and reappointments were approved. The council appointed Charlie Bryant as mayor pro tem for 2026 (resolution 7-63); one abstention was recorded on that vote. Sherry Washington was appointed to the Conyers Rock economic development board for a two-year term beginning 01/21/2026; Charlie Bryant and Terry Haller were reappointed to the Conyers Convention and Visitors Bureau for three-year terms beginning Feb. 1, 2026. The council also approved an on-premises alcohol-license holder change to Valerie Holland for The Longhorn on Irish Drive.
The council approved resolution 7-66 to retroactively affirm director and clerk appointments and renewed the city's "City of Civility" pledge with resolution 7-64.
The council tabled resolution 7-65, which would establish council committees, until the next meeting on Feb. 18 to allow more internal discussion.
No formal policy changes on the table required further review; the council concluded by reporting employee awards and discussing weather coordination for the coming weekend. An executive-session request to discuss personnel matters was made near the end of the meeting.
The council did not identify specific dollar sources for the West Avenue or Rockbridge agreements during the meeting; follow-up questions about funding and schedule are expected at subsequent staff briefings.
