Conyers staff recommends Tool Design Group for $200,000 Old Town LCI update

Staff said ARC provided $160,000 of the grant with a $40,000 local match. The recommended contract is for $200,000 and would be reimbursable up to the ARC portion. "It is a $200,000 contract," staff said, noting the city vetted eight proposals and a review committee independently scored each submission.
Committee members named by staff included Ryan Jones (city planner), Alaina Thompson (planning department), Shelley Siebert, Donna Freeman (analyst/manager) and Brian Fricks. Council members asked what standards were used and how Tool Design Group would conduct community outreach; staff said the consultant's plan includes a multi-day canvass in the LCI area and online survey opportunities to solicit resident input.
Staff requested placing the contract on the consent agenda for the next voting session. Council asked for the evaluation materials (RFP scoring and criteria), which staff said had been provided previously by email and can be re-shared on request.
Next steps: staff will place the contract on the consent agenda for formal approval at the next voting meeting unless council requests otherwise.
