Council backs board‑sponsored 'sunset cleanup' bill; CDA voices support, Alliance raises infection‑control concern

The Dental Assistant Council on Feb. 5 recommended that the Dental Board of California pursue a board‑sponsored omnibus ‘sunset cleanup’ bill to consolidate technical and substantive changes to the Dental Practice Act.

Board staff outlined a package of amendments to multiple Business and Professions Code sections, saying the cleanup vehicle would collect previously approved and newly proposed clarifying language and that staff had worked with legislative offices, including Assemblymember Joaquin Arambula, to identify an author. "Assemblymember Joaquin Arambula has offered to author that legislation," Executive Officer Bryce Dougherty told the council.

Council members asked whether the draft language would allow the board’s written examinations to be administered by a designee; staff said the revision merely clarifies an existing option and noted PSI currently serves as the board’s written‑exam designee.

During public comment the California Dental Association said it supported the proposal. "The CDA is supportive of this proposal as well," said a CDA representative, who urged coordination to avoid duplication with other committee vehicles. Sherry Becker, representing the Alliance, urged retention of a hands‑on option for the proposed 8‑hour infection‑control course, saying the Alliance remained concerned about an entirely virtual delivery.

After discussion, the council voted by roll call to recommend the legislative proposal (option 1) to the board for submission to the California Legislature. Staff said they expect to continue coordination with legislative offices and to introduce the bill in the current legislative cycle if possible.
