Councilor Beck told the council that the proposed work can take advantage of a private redevelopment (the YMCA project on Main Street) to lower construction costs. The city solicited bids from preauthorized contractors; the bid range discussed was $436,982 to $486,270 and the city intended to work with the low bidder, Sargent Corporation of Stillwater, Maine. Councilor Beck moved the resolve; it passed on a roll call vote of 9–0.
Councilors discussed partnering with developers where feasible and acknowledged concerns raised by prior investments by private developers; council asked staff to continue seeking cost‑effective approaches as projects progress.
