The board approved the first addendum to the InterdirectUSA contract to update the 2019 San Angelo rental housing study. The addendum, not to exceed $7,250, will add impact analysis of the July 4 flood on affordable housing and include an in-person presentation of the final report; because the amendment increases spending the item will be forwarded to city council for ratification.
Interim Economic Development Director Michael Dane said he had spoken with the original study author, who agreed the recent flooding ‘‘completely changes’’ the findings, particularly where damaged residences are concentrated in lower-income strata. Dane called the addendum appropriate to inform short- and long-term recovery and to provide a basis for future policy discussions about construction costs and affordable housing supply.
Board members asked whether the author could present soon; staff said the consultant might be available at the next regular meeting or, depending on data availability, in September. The board approved the addendum by voice vote; staff said the item will go to city council for ratification because it increases the project budget.
