Council approves North Tiers incentives, including $1M flood recovery set‑aside for affected commercial properties

The City Council approved two North Tiers actions intended to support redevelopment and flood recovery in the North Tier zone.
Aaron Vannoy, director of planning and development services, presented a private incentive request for a gymnasium at 216 West 5th: staff recommended a $75,000 award for paving and site safety improvements, with a $13,009.25 applicant match (about 18.5%). The Tiers Board had recommended the award 5–0; council approved the incentive 7–0. Vannoy said the work includes paving, striping ADA parking, safety railing and lighting; the applicant has a long‑term parking agreement for adjacent property to be improved under the proposal.
Separately, the council adopted a resolution to set aside $1,000,000 from the North Tiers fund to assist commercial RM‑1 and RM‑2 properties that sustained water damage in the July 4 flood event. Vannoy said staff’s damage assessment identified 72 individual properties (some owners may own multiple properties) in the highlighted area. Under the resolution, eligible properties may request up to $55,000; applicants would not be required to provide matching funds and could receive up to 10% (up to $5,500) up front if they submit receipts for flood‑related remediation already completed. The resolution opens a 90‑day application window starting on adoption; any funds not encumbered within that period will roll back into the North Tiers fund for future allocation.
Council members emphasized vigorous outreach to property owners, including mailings, door‑to‑door notifications and coordination with Downtown San Angelo, and asked staff to ensure notices reach all 72 identified properties. The Tiers Board held a special meeting and recommended the set‑aside 5–0 at its Aug. 8 meeting; council passed the resolution unanimously 7–0.
