San Angelo board approves one‑year Chamber contract at $476,000 with quarterly KPIs

Steve Linius, president and CEO of the Chamber, presented a budget request that would raise the Chamber’s CoCDC funding significantly above prior years to support staffing, recruitment, travel and economic development activities. Board members debated alternatives: one proposal calculated a compounded increase based on inflation-like rates; another approach recommended an intermediate figure near $475,000 to start and then review midyear.
Members cited the Chamber’s role in recruiting jobs, supporting local businesses and underwriting certain economic development functions that are otherwise county‑ or privately‑funded. Several board members asked for clearer line‑item detail and proposed quarterly performance reporting. The board discussed term length and settled on a one‑year agreement with a 10/01 effective date and quarterly KPI reporting; staff and legal advised the board that the new contract would supersede the existing agreement and would require city council ratification.
A motion to terminate the current contract as of Sept. 30 and implement the new agreement effective Oct. 1, 2025, for an amount not to exceed $476,000 was moved and seconded; the motion passed with one abstention.
Board members said they expect the Chamber to return midyear with KPI results and, if necessary, a request for further adjustments. The board noted it will submit the agreement to city council for ratification; council will accept or reject the contract as presented, not negotiate a different number, according to staff.
