Zoning board approves rear-yard setback variance at 1302 Kenwood Drive

The San Angelo Zoning Board of Adjustments voted Aug. 4 to approve a variance allowing a 5-foot rear-yard setback instead of the required 20 feet for a property at 1302 Kenwood Drive.
Austin Reed, the city’s senior planner, told the board the property is in the Santa Rita neighborhood in District 5, is about 0.24 acres, and was originally built as a church before becoming an art studio and residence. Reed said staff mailed 22 notices, received three in favor and none opposed, and recommended approval because staff found special circumstances tied to the building’s history and configuration.
Neighbors and the applicant spoke during public comment. Applicant Brian Benson of Clearview Custom Homes described the proposed work as an addition that would keep the structure within all side setbacks and said the new home would “fit the whole block.” Jamon Shumpert, a nearby resident, said he supported the application but recommended the board and planning staff review the variance criteria and consider parking and alley ownership issues. Neighbor Liz Landers thanked staff for additional outreach and expressed general support but emphasized that zoning rules protect neighborhood character.
A board member moved to accept the staff recommendation; another seconded. The board approved the variance by voice vote, with the chair announcing a 6–0 result.
Staff noted the property’s existing condition and prior change of use as key factors in its recommendation. The variance allows the property owner to expand the structure to the rear while remaining inside required side setbacks. The board did not attach additional conditions to the approval.
The board’s next regular meeting is scheduled for 1:30 p.m. Monday, Sept. 8, 2025, in the City Hall East Mezzanine Meeting Room.
