The City Council approved the 2026 art services agreement with Quad City Arts and authorized the city manager to execute the agreement subject to minor attorney modifications.
Ben Gougeon, director of community engagement at Quad City Arts, outlined the agreement’s scope: the public sculpture program (placing four sculptures annually at City locations), the Metro Arts youth program (employing about 30 youth ages 15–21 across the Quad Cities) and the Chalk Art Fest in Schwiebert Park, which Gougeon said drew over 7,000 attendees last year. He noted this year’s agreement includes an increase to better cover the cost of Metro Arts projects that can total $11,000–$13,000.
Council approved the agreement on roll call and thanked the organization for youth engagement and public-art programming in Rock Island.
