Commission approves 39-acre expansion of Coliseum & Fairgrounds PD with dust, lighting and fencing conditions

The San Angelo Planning Commission voted 5–0 on Oct. 20 to expand the Coliseum & Fairgrounds planned development (PD 05-02) by about 39 acres adjacent to the east side of the coliseum to codify long-running accessory uses and create space needed for renovation work.
Eric Villoy, director of planning and development services, said staff worked with the project team and found several parcels currently used for coliseum and fairground activities that are zoned RS-1 but function as accessory fairground space. The expansion would allow laydown yards for construction, possible welding/work spaces to support the coliseum renovation, and continued rodeo and livestock uses associated with the fairgrounds and ASU activities.
Villoy told commissioners staff recommended approval with nonpermanent construction mitigation measures: screening or temporary barriers to control dust, periodic use of water trucks to dampen soils, and shielding of nighttime construction lighting away from adjacent residences. Staff also asked that solid opaque fences be removed where livestock need airflow and that nighttime lighting be directed away from residential properties.
Commissioner Candy moved to approve the PD expansion; the motion was seconded and passed 5–0. Staff said they would coordinate mitigation plans during construction and work with ASU and the rodeo association on fence and livestock-handling details.
The action formalizes longstanding uses around the coliseum and is intended to facilitate renovation work and future events while aiming to limit construction impacts on nearby residential properties.
