Commission OKs conditional use permit for animal kennel at 313 E. 19th

The San Angelo Planning Commission on Nov. 17 approved a conditional use permit (CU25-18313) to allow an animal kennel and expanded grooming operations at 313 East 19th Street in the Reagan neighborhood (SMD 3).
Ray Lineberry, lead planner, told the commission staff had mailed 25 notifications and received one written opposition citing parking, smell and noise. Lineberry described the applicant's plan as a dog groomer with overnight boarding limited to indoor kennels and reptile cages, and recommended conditions to address neighborhood concerns: a 50-foot distance from the rear property line, a cap of no more than 10 kennels for overnight boarding, a required change of occupancy review (including parking analysis), a privacy fence between residential parcels and shielded exterior lighting.
"The conditional use is mostly for the overnight stay of the dogs, which would be 10 kennels," Lineberry said.
Kayla Swatalski, who identified herself as the owner of Fancy Fluff Grooming at 313 E. 19th, spoke in support of the application and offered to answer commissioners' questions about operations.
Commissioner (speaker 11) moved to approve the conditional use as presented; the motion was seconded and approved by voice vote.
The permit allows indoor overnight boarding up to the approved kennel limit and requires compliance with the conditions listed by staff (setback, fencing, lighting and occupancy/parking review) before operations expand. The record notes that outdoor dog-play areas shown on the concept plan would be adjacent to the building, but kennels for overnight use are indoor only.
