On Dec. 10 the San Angelo Development Corporation held two required public hearings but took no final action: one on a memorandum of understanding with the city for up to $255,000 to fund the Northeast Sector Plan, and another on an MOU for up to $50,000 as partial funding of the Santa Fe downtown river parks plan and Concho River Legacy Trail elements.
Bob Schnevens explained that the Northeast Sector Plan covers city‑owned land near Highway 67 and other corridors and will offer recommendations on industrial‑park expansion, transportation and utility networks and design guidelines. Tyler Wilson, a resident at 1313 North Garfield Street, spoke during the hearing about concerns regarding outward expansion and downtown revitalization, urging the city to prioritize infill and downtown investment.
Schnevens emphasized that a public hearing is required before expending half‑cent sales‑tax funds for these projects and that the board’s consideration at this stage is to fund planning rather than specific developments. On the Santa Fe river parks plan, Schnevens described the $50,000 as partial funding for plan development and private fundraising efforts for the Concho River Legacy Trail sculptures. One board member recused from the Santa Fe item. No funding approvals were made at the Dec. 10 meeting; hearings will inform later decisions.
