The San Angelo Parks Board voted to advance a civil‑engineering capstone study of the Civic League Park lagoon to analyze hydrology, structural options and whether lagoon water could be treated for irrigation reuse.
Parks staff said the students will focus on two primary scopes: hydrology and hydraulics (measure inflows and assess options to restore the impoundment) and a water‑reuse feasibility study to evaluate treating water for park irrigation. Presenter Bill said the student team — three seniors in a capstone group — have performed preliminary drilling and sampling and will produce an engineering study rather than a construction design.
Staff framed the project as an opportunity to feed the River Parks master plan and to give students public‑meeting experience. “They’ve already been out there; they did some drilling and sampling last week,” Bill said. Staff invited the board to a campus presentation of the students’ final project in April or May so the board and public can review the findings.
A motion to move forward with the study was made and seconded; the board approved the recommendation by voice vote. Staff said the item could generate information useful to the River Corridor Committee and that specific dam design or repair would be outside the students’ capacity but could be addressed later with professional design work if the study indicated feasibility.
