Commission approves site plan for office campus expansion and public coffee shop; ARB recommended changes

Staff returned SP2025‑043 to the commission following prior review, describing a proposal that adds a 3,500‑sq‑ft coffee shop and a 4‑story, 19,087‑sq‑ft office building on an existing campus. Ryan said the project previously received a specific use permit allowing the development to exceed the 60‑foot commercial height limit (up to 90 feet) and that the current deviation is a 20% stone material requirement in the overlay district.

Ryan outlined compensatory measures the applicant proposed to reduce the variance impact: 100% masonry on the building, 62% site landscaping, additional parking spaces and an outdoor patio. The Architecture Review Board reviewed updated elevations and recommended approval after asking the applicant to add uniform borders around windows and add faux windows on the coffee building.

Phil Craddock, representing the applicant, said the coffee shop would be open to the public and help support the office campus; "the coffee shop is there to support the public," he said. Jason Kluth, the designer for a separate restaurant case later in the agenda, and other speakers discussed architectural details and the dumpster enclosure, which staff identified as needing improvements to meet the overlay standards.

Commissioner Roth moved to approve SP2025‑043; after a second, the chair confirmed the necessary three‑quarter majority for variance approval was achieved and the motion passed. Staff will return final compensatory measures and documentation to the commission for record.
