Staff said the original 2016 approvals included several variances for parking, materials and screening; the proposed expansion is designed to match the previously approved tilt‑up concrete architecture and continues to rely on those exceptions. The amended plan shows 212 parking spaces provided under the earlier variance (whereby the expanded facility would otherwise be required to provide 732 spaces). Staff said the variance rationale — the facility’s high automation and lower per‑shift parking demand — remains valid for the expansion.
Applicant representative Chet Lugers said the expansion was anticipated in the original design and that the project team would add screening and replace dead trees where needed; he emphasized coordination with staff on landscape improvements. Commissioner Brock praised the continued investment and moved to approve; the motion carried 5‑0.
Staff noted that all engineering review comments must be addressed prior to submitting final plans for permitting.
