At its Aug. 5 meeting, the Rockwall City Parks and Recreation Board approved two plats and assessed park impact fees to be used for future amenities at Gloria Williams Park. Staff recommended and the board accepted cash‑in‑lieu and pro‑rata equipment fees for both applications.
The board considered P2025‑026, a final plat request for lots 1 and 2 in Gentry Estates submitted on behalf of Michael McDonald. Speaker 5, a parks staff member, outlined the recommendation to accept a cash‑in‑lieu fee of $709.37 and a pro‑rata equipment fee of $606.19, for a total of $1,315.56. Speaker 1 moved to accept the fees and Speaker 4 seconded; the motion passed.
Later the board reviewed P2025‑023, a replat for lots 1 and 2 in the Webb Addition submitted by Vance Lyles of MTG Engineers and Surveyors on behalf of Rodney and Fran Webb. Staff said the property is in Park District 21 and recommended the same fee structure as P2025‑026. Speaker 3 moved to accept the fees, Speaker 2 seconded, and the motion passed.
Why it matters: both properties fall in Park District 21, which staff said already contains land designated for a neighborhood park immediately south of the subject parcels — Gloria Williams Park. The board and staff characterized the cash‑in‑lieu payments as funds earmarked to add amenities to that park in the future.
Votes at a glance: P2025‑026 (Gentry Estates, lots 1 & 2): motion to accept $709.37 cash‑in‑lieu plus $606.19 equipment fee (total $1,315.56); mover: Speaker 1; seconder: Speaker 4; outcome: approved. P2025‑023 (Webb Addition, lots 1 & 2): motion to accept $709.37 cash‑in‑lieu plus $606.19 equipment fee (total $1,315.56); mover: Speaker 3; seconder: Speaker 2; outcome: approved.
The board did not record additional ordinance numbers or developer commitments beyond the plat approvals and fee payments. The actions authorize staff to collect the stated fees for use on park amenities; staff indicated the funds will be applied to Gloria Williams Park improvements.
