The Planning and Zoning Commission voted 3‑2 to deny a proposed planned development for roughly 15.6 acres at the northwest corner of South Goliad Street and Laughlin Circle.
Staff said the revised submittal addressed several earlier concerns, shifting some industrial uses to require specific‑use permits and adding more green space. Applicants Bart Gardner and James Martin described LOIs for a restoration company and a cheer/gymnastics studio and said they had increased pedestrian connections and design cohesion.
Several commissioners welcomed the added green space and LOIs; Commissioner Brock said the changes improved coordination with the comprehensive plan for neighborhood services. However, other commissioners said the site still lacked a clear regional anchor and risked becoming a collection of small, non‑defining uses rather than a strategic gateway for Rockwall. Commissioner Shane moved to deny; the motion passed 3‑2. Because the commission denied the request, the case will go to City Council on Jan. 20 and will require a three‑quarter majority for any override.
The commission’s split vote leaves the applicants the option to revise and return with additional commitments or to appeal the recommendation to City Council.
