Frostburg commission begins review of demolition and new-construction guidelines, plans more work next month

At its Feb. 9 meeting the Frostburg Historic District Commission opened a substantive discussion on updating local guidelines for demolition and new construction in the historic district and agreed to continue the work at a later meeting after reviewing example materials.
The chair explained that Jamie had assembled sample guideline documents and that Cumberland’s materials appeared to have the level of detail the commission was seeking. “I think we need a little more meat in there,” the chair said, referring to Cumberland’s guidance compared with Hagerstown’s.
Commissioners asked staff to circulate several longer guideline documents (including examples from Cumberland and Frederick) and suggested inviting local historians and museum staff to assist with historic context and training. Andrea DePelletis of the museum was mentioned as a potential resource for historical records and outreach.
The commission discussed practical steps: staff would email guideline examples or links, the commission would take the materials home to review, and a follow-up session (possibly a workshop) would be scheduled before the commission takes formal action. Commissioners noted scheduling constraints and emphasized the need to avoid unpublicized gatherings that would create a quorum outside of a posted meeting.
The commission did not adopt any new policy at the Feb. 9 meeting. Instead, members agreed to research, review and return with comments and recommendations at the next convening.
