Applicant Michael Lewis said the guest quarters are intended to house aging relatives and clarified the plans remove a full kitchen (making the unit a kitchenette) to limit independent occupancy potential. Council discussed owner‑occupancy and short‑term rental implications; staff said an owner‑occupied short‑term rental remains a right under the city’s ordinance and would not be subject to the 1,000‑foot restriction that applies to other STRs. Councilman Thomas moved to approve the SUP; council voted unanimously. The ordinance includes standard operational conditions and penalty provisions.
Council welcomed the applicants to the neighborhood and the matter concluded with the council approving the SUP and directing staff to proceed with permit processing per the approved ordinance.
