Staff explained the site is in a Neighborhood Services district and that structures over 5,000 sq ft require an SUP; the triangular site’s driveway spacing falls short of UDC standards, and staff told the applicant that driveway locations were preferable to avoid routing commercial traffic onto a residential street. Planning & Zoning recommended approval 6‑0; staff mailed 69 notices and received four written objections as of the meeting.
Applicant representatives (Lisa Brooks and Renee Holland of Makeway LLC) told council they aim to place a community‑benefit use on a difficult site and will redesign elevations to meet overlay standards at site plan. Council moved and seconded to approve the SUP; the ordinance was read and the measure passed unanimously. Staff will enforce the ordinance’s operational conditions and the overlay elevation requirements at the site‑plan stage.
The ordinance includes a fine provision of up to $2,000 per offense for violations of the conditions the council adopted.
