Rockwall council approves new garbage rates, adopts Republic Services schedule changes in 4–3 vote

Rockwall City Council on Monday approved a resolution to fix residential garbage-collection rates and accepted Republic Services’ implementation plan for new carts and schedules, passing the measure 4–3.
Republic Services representative Rick Barnes told the council the company already mailed a notice to residents and will deliver and stage carts the week of Dec. 15, with cart deliveries beginning Dec. 29 and Jan. 5. Republic said recycling will shift to a single weekly pickup beginning the week of Jan. 12 and that the company will place yard signs at neighborhood entrances to remind residents of the new Wednesday service for affected areas. Barnes said Republic will also load every Rockwall address into its “Track My Truck” app so customers can view real-time route progress and service completion percentages on service days.
Barnes described operational details for bulk collection: Republic will provide a one-month annual concession during which each household can schedule two 10-yard bulk pickups. He said the company expects to phase in smaller, locally tailored side-load trucks and estimated delivery of the new trucks in May–June 2026. On recycling, Barnes said the preferred practice is to place clean, dry recyclables loose in the cart, but he acknowledged that residents may still put recyclables in bags and that those items will still be collected as recycling.
Council members pressed Republic and city staff on communication, senior protections and bulk-pickup logistics. City staff said the residential fixed rate will be $25 per month, which includes one trash cart and one recycling cart; an extra cart rental (polycart) will be $5 per month. City staff also said about 4,100 households currently receive the senior tax-freeze status and the council negotiated a $1-per-month discount for residents 65 and older; staff said the city will require residents to self-identify to receive the discount while the administration verifies eligibility.
The vote to adopt the resolution fixing collection rates and related clarifications passed 4–3 after extended discussion about the procurement process for the underlying contract and the fiscal impact of passing the rates through to customers. Several council members said surveys of peer cities were completed after contract negotiations began, and some council members criticized the absence of a prior competitive RFP for what they described as a very large, long-term agreement. Council discussion included an estimate — described in debate as approximate — of the contract’s dollar volume and the aggregate budgetary impact of the rate change on the city.
The council also unanimously approved a separate resolution to pass through increases for water and wastewater services driven by wholesale providers.
The garbage service changes are scheduled to take effect Jan. 1, 2026 (operational shifts and schedule changes rolling out through mid-January). Republic Services and city staff committed to continued outreach — including mailers, social media, HOA communication and the Track My Truck app — to help residents adapt to the new schedule and cart program.
