Rockwall council directs staff not to pursue cellular tower lease at North Shore Park

The Rockwall City Council on Dec. 15 directed staff to stop pursuing a proposed land-lease for a cellular communications tower on city-owned property at North Shore Park and to look for an alternative site, Mayor Mitch said after the council returned from executive session.
The instruction came after the council met in executive session under chapter 551 of the Texas Government Code to discuss potential land lease terms and other property matters. "The city council gave staff direction tonight to not pursue that project so we will not be pursuing that in the council's given direction to close that down and we'll look for another site," Mayor Mitch said during the public meeting.
Mayor Mitch said staff also did not recommend moving forward with the North Shore Park site and that the council "heard you loud and clear" from community contacts. The city previously listed other executive-session topics including a possible sale or lease of property near Boydston Avenue and appointments or reappointments to boards and commissions; no public votes on those items were recorded at the meeting.
Because the discussion occurred in executive session, the council provided a direction to staff rather than a detailed public record of lease terms or site evaluations. The mayor said staff will identify alternative sites and return to council with options.
The council reconvened the public meeting at about 06:00 and opened the public forum afterward. The meeting adjourned at approximately 06:14.
