Rockwall selects Mesa to lead North Goliad reimagining; council authorizes contract negotiation

The Rockwall City Council on Jan. 5 authorized the city manager to negotiate a contract with Mesa Design Group to lead the North Goliad Street reimagining project following a request-for-qualifications process and county funding.
Staff said the county road bond provided $2,000,000 in advanced funding via an interlocal cooperation agreement to begin planning. Five firms submitted RFQs; staff interviewed two candidates and recommended Mesa, which presented with TMP (Tignall and Perkins) on technical, right-of-way, environmental and stakeholder-engagement approaches. Joe Steffes of Mesa and Chris Hartke of TMP described a three-pronged approach emphasizing stakeholder engagement, assessments and an opinion of probable cost; TMP representatives noted potential future NEPA work and right-of-way needs for widening.
Councilmembers praised the proposed schedule and design approach; Mayor (speaker 2) moved to authorize the city manager to negotiate terms and bring a contract back to council for consideration. The motion passed unanimously of those present.
Key details: Staff described a target milestone of planning-phase completion in July (staff characterized the schedule as aggressive), and identified TxDOT and NCTCOG as potential partners for funding and implementation. The city will return to council for formal approval of any negotiated contract.
