Rockwall council approves drive-through coffee shop SUP on South Goliad

The Rockwall City Council unanimously approved a specific-use permit Jan. 20 to allow a restaurant under 2,000 square feet with a drive-through at 1011 South Goliad Street (Lot 1011, Cannup Addition). The applicant — Caleb Kathy speaking for his wife — said the business would be owner-operated and designed to fit a residential aesthetic.

City staff said the proposed building is 504 square feet with a 420 square-foot covered patio and that the Unified Development Code requires on-site queuing for at least six vehicles and prohibits primary access from residential roadways. Because the site abuts residential property, staff included operational conditions in the draft ordinance to mitigate potential noise and headlight impacts, such as additional landscaping, headlight screening and a three-tiered bermed screen along the east property line. The Planning & Zoning Commission recommended approval 5–0.

Council members praised the brand and moved to approve the SUP. Mister Thomas made the motion and Mister Lewis seconded; Councilwoman Campbell asked whether the screening requirements would be viable, and the applicant said he would comply with city requirements even though such measures are "very expensive." Council asked about hours of operation; the applicant said existing locations operate roughly 7 a.m. to 3 p.m. on weekdays and 8 a.m. to 3 p.m. on weekends, and the drive‑through location's hours are still under discussion.

An ordinance was read and the council approved the SUP unanimously.
