Council issues proclamation for Teen Dating Violence Awareness Month and honors lifesaving responders and a citizen

The Rockwall City Council opened its Feb. 2 meeting with proclamations and awards recognizing community safety work and advocacy.
Mayor Tim McCallum read a proclamation declaring February as Teen Dating Violence Awareness Month, citing data included in the declaration from the National Coalition Against Teen Dating Violence about the prevalence of dating abuse and the need for education and services. Youth Advisory Council members (Vincent Vento, Eleanor Reynolds, Darby Joriff) joined representatives from Women in Need at the podium; Kristen Ostertag of Women in Need thanked the city for support and described the organization’s role serving survivors.
The council also presented a certificate of merit to telecommunications officer Tyler Knight for skillfully obtaining critical information during a July 15, 2025 911 call that helped officers resolve a high-risk incident without harm. The police chief praised telecommunicators as “problem solvers” and stated, “They are the best in The United States.”
Rockwall Fire Department recognized members of Engine 4B (Captain Lewis Johnson, Driver-Engineer Andrew Burton, firefighter Tyler Baumgartner and firefighter Joseph Evans) for a Jan. 9 resuscitation where coordinated CPR and AED use helped the patient regain a pulse prior to transport. The department also presented a Citizen Life Saving Award to 12-year-old Keegan King for performing CPR on his grandmother until responders arrived. Aaron Hall, chief of operations for Rockwall County EMS, commended the coordinated response and the value of pre-arrival CPR.
Council members and staff praised first responders and community volunteers for their work during recent storms and emergencies before moving on to business items.
