Representative Blancet presented House Bill 4,412 as a companion to HB 4,407. She said the measure would create a revolving fund to capture monies related to home- and community-based services and PACE so those funds could be tracked and leveraged for public–private partnerships; she stressed the bill does not itself place new money in the fund but creates the structure to receive and manage relevant funds.
