Council approves appointments and authorizes in-kind removal sale of library pellet silo

Caribou — The Caribou City Council on Feb. 9 approved several appointments across municipal boards, authorized the sale and in-kind removal of a pellet silo from the Caribou Public Library and adjusted upcoming meeting dates to accommodate bid and grant deadlines.
Appointments
On a unanimous roll call of members present, the council appointed Lisa Ford and Heather Bartlett to the Caribou Congregate Housing Development Corporation for one-year terms ending March 31, 2027. The council also appointed Mark Draper to the Caribou Utilities District Board and Naomi Norelli to the Nylander Board of Trustees, both to terms ending Dec. 31, 2028.
Library pellet silo
Peter, who spoke for the library and museum, described a pellet silo on the library site that had been previously offered for sale under conditions that required the buyer to remove the structure. Peter said a 2023 estimate placed value of the silo (including pellets) between $1,000 and $3,000 and asked the council to expedite removal by accepting an in-kind exchange for removal work. The council moved, seconded and voted to list the silo "as is" on a first-come, first-served basis and permit removal in exchange for in-kind work, with the council directing staff to add a certificate-of-insurance requirement for the contractor.
Calendar and procedural items
City Manager Penny reported that a bid opening for the library renovation project is scheduled for Feb. 17 and that the city must hold a public hearing for a Community Development Block Grant application with a March 1 deadline. The council voted to change the Feb. 23 budget workshop to a regular council meeting and to hold the budget workshop on March 9 to ensure the city can act on the bid and the grant application on time.
Executive session
At the end of the public meeting the council voted to enter executive session for economic development under 1 M.R.S.A. §405(6)(C).
