David Kilburn, associate director of capital plans and projects, told the York County School Board on Feb. 9 that Tabb High's 95% drawings are expected March 3 and the division plans to go to bid in June with construction projected to begin in September. Kilburn said phasing the work to install the geothermal field first is necessary for the new footprint to be operational and to reduce the risk of change orders.
"We are expecting the 95% drawings on March 3," Kilburn said, and explained that reviewing the drawings carefully up front and bidding in the summer should help avoid later change orders even if start dates shift into the fall.
Kilburn provided updates across several other projects. He said the on-site survey for Dare Elementary is complete and being consolidated into the CAD design by MSA, with timeline movement dependent on county review rounds. The division-wide fire alarm and lifecycle work is nearly complete, with one sensor remaining and a plan to finish installations on Feb. 16 when students are out of the buildings.
On safety systems at York High, Kilburn said the intercom and lockdown integration is about 95% complete and scheduled for the Feb. 16 test that will link surrounding division buildings, including operations and transportation, to automated emergency messaging.
Athletic and outdoor projects include Tabb High field-lighting materials received and plans to replace tennis- and soccer-field fixtures and install new football-field poles, and the Grafton Complex turf field requires a Newport News Water Works review because of proximity to Harwood Mills Reservoir; a proposal from AstroTurf is under attorney review.
Kilburn described a Bruton High gym floor failure caused by a combination of a failed condensate pressure valve, a partially clogged floor drain and a specialized metal sleeper system that complicated removal. The temporary solution is a leveled concrete floor with plans to install a resilient sport floor system and replace colored court markings; Kilburn said the floor leveler and new flooring materials have been ordered and installation should start later in the month.
He also said the division will move forward with HBA under a term contract to conduct a facility study focused on current, projected and historical enrollment, space utilization and a shift from a 6-year to a 15-year capital improvement plan horizon; scope and purchase-order work is in progress.
Board members asked whether projects would be packaged as a single prime contract or in separate bids; Kilburn replied the bulk is expected to be a single large project but some temporary entrances and security-vestibule work could be handled as smaller, separate contracts. Kilburn said he will return with phasing schedules for successive board updates.
The capital projects portfolio summary will be refined as 95% drawings are reviewed, county bid dates are set and attorney reviews of vendor proposals conclude.
