PROC hears report: AB 1175 signed, CE modernization and AI appear on CBA agenda

Sarah Benedict, CBA license renewal manager, told the Peer Review Oversight Committee that the California Board of Accountancy’s sponsored legislation, Assembly Bill 1175, passed the Legislature and was signed by the governor on Oct. 3, 2025. The board has approved proposed regulations and initiated a rulemaking process to implement AB 1175’s provisions.
Benedict said CBA staff are continuing research into modernizing continuing education (CE) requirements. She reported that most other states require 80 hours of CE per renewal (or 40 hours per year), and that staff will seek stakeholder feedback on whether to revise California’s renewal criteria. "The CBA approved proposed regulations and the initiation of a rulemaking to implement the various provisions of AB 1175," Benedict said.
Benedict also summarized a November CBA presentation by Ernst & Young LLP representatives (Richard Jackson and Ryan Lou) on artificial intelligence and its implications for audit quality, risk management and governance. Staff noted that materials and the Ernst & Young presentation are available on the CBA website.
Committee members asked clarifying questions about timing for rulemaking and next steps; no public comment was offered on this agenda item. The draft 2025 PROC annual report will incorporate a summary of AB 1175 activity for the board's next meeting in February 2026.
