Zoning office advances rezoning, special-use and several community solar permits

Ellis, zoning and planning staff, told the committee there are two petitions scheduled for the hearing officer on Feb. 25: petition 25P1658 from Dixon Apartment LLC proposing to rezone the former Magnuson Hotel site from C-3 General Business to R-4 multifamily residential for use as an apartment building, and petition 25P1659 from Todd Franke seeking a special-use permit to allow skilled trades at 1988 Mound Hill Road.
Ellis also described two planning commission items that will come to the county board: 26PC84, a text amendment regarding accessory dwelling units that the planning commission recommended to approve with a one-acre minimum in Ag-1, R-1 and R-2 districts to limit use in unincorporated villages; and 26PC85, a petition from the estate of Richard Fluck concerning Coyote Corner Phase 2 that the planning commission recommended to approve to return zoning to Ag-1 for that parcel.
The zoning office reported receiving building permit applications for multiple community solar projects that hope to break ground this spring, including several five-megawatt community solar projects and other projects in the 2–4.5 MW range. Ellis said staff expect to provide draft ordinance language to comply with recent state changes in energy law (Public Act 104-0458) ahead of the June 1 effective date and that additional project permit activity is expected over the next month.
Motions: The committee moved petitions 26PC84 and 26PC85 to the executive committee for placement on the February county board agenda; both motions carried by voice vote.
Next steps: Zoning staff will prepare executive committee packets and draft ordinance language to address the state energy omnibus changes and to support planning commission recommendations when the items go before the county board.
