The request concerned the 87‑lot Granite Ridge subdivision (off Old Costa Lane), where the developer proposed to install sidewalks and drive aprons on one side and provide money for the village to build sidewalks elsewhere in the future.
Staff recommended denial, noting the village's practice of requiring sidewalks on both sides of neighborhood streets to ensure connectivity and safe access; commissioners agreed and questioned whether a one‑side approach would deliver safe pedestrian routes to destinations. Staff said reconstruction of Old Costa Lane and a future Municipal Street connection are scheduled work items and that sidewalks are expected as part of reconstruction.
Developer representatives said the ask was intended to secure pedestrian infrastructure in the long term rather than immediately. Commissioners expressed willingness to work on timing in the developer agreement but declined a blanket waiver of the ordinance.
The motion to deny the waiver carried by voice vote.
