Boulder HRC outlines 2026 work plan priorities, names volunteer leads

The Boulder Human Relations Commission spent much of its Feb. 9 meeting shaping its 2026 work plan and assigning roles to move priorities forward.
Commissioners identified three central focus areas: increase awareness and accessibility of the human rights ordinance and claims process; strengthen cross-community relationships, including partnerships with the University of Colorado; and support underrepresented groups, including outreach on housing and unhoused neighbors. Commissioner Jorge volunteered to manage the work plan and recommended concrete milestones and quarterly check-ins: "I think that's how I imagine... building a plan with clear milestones and deliverables," he said.
Staff members Christian and Elizabeth presented a menu of possible activities, including volunteering with Housing & Human Services at community events, designating at least one HRC meeting per year as an information session on the ordinance, tabling at cultural events, and maintaining a calendar of cultural gatherings to boost attendance and awareness. Christian said staff would create a shared tracking document to record actions, responsibilities and status updates so commissioners can work asynchronously between meetings.
Commissioners also discussed language access and outreach to the Latinx community. Mindy and others volunteered to join staff at presentations once trained; Jorge agreed to take responsibility for several tasks and to help produce a more structured work-plan document for discussion at future meetings.
What's next: Staff will send the revised activities list to commissioners and set up a shared tracking document. Commissioners will test a more measurable approach—assigning responsibilities and setting milestones for quarterly follow-up.
