Panel delays review of BPD General Order 01-20, asks for redline and clearer change-tracking

Panel members said a 25-page draft of BPD's General Order 01-20 submitted by Chief Redfern was difficult to evaluate without a redline or change summary and asked for clearer documentation of substantive edits.
"I found it difficult to follow the document... I would expect a redlined document of what's changing and what's remaining the same," a panel member said, pressing for a compare view rather than asking volunteers to read the entire rewrite. Multiple members echoed frustration at not being included earlier in the revision process and urged the chief to provide a clear change log.
Curtis and others suggested the panel should be engaged at the start of future rewrites rather than receiving near-final drafts. Curtis also raised concerns about ambiguous language in the chief's response to monitor recommendations, calling a line that officers "should" be certified "unclear" and asking for firmer commitments on certification language.
The panel voted to table a detailed discussion of GO 01-20 until the next meeting and requested additional time and a more accessible redline or summary from the department. Members also discussed scheduling a separate training or briefing with BPD to review substantive changes when provided.
