Consultants launch Johnson County strategic-plan process, set community forums and online engagement

Johnson County on Wednesday began a formal strategic-plan kickoff with consultant Barry Dunn’s team explaining how the county will develop a 3–5 year strategic plan and how residents can take part.
"The strategic plan defines the what you want to do and what you're going to focus on as a county government," Michelle Kennedy, Barry Dunn project manager, told the Board of Supervisors. Kennedy said the public-facing plan will be high level and paired with a detailed implementation plan that departments will use to execute goals and account for performance measures.
Consultants said the process will use an environmental scan informed by county documents and regional demographic data, one-on-one and group interviews, an employee survey, public forums and a Social Pinpoint website that will include a brief video, a survey, an ideas wall, a mapping tool and a forum. "When you click on it, there's going to be a video that talks about the strategic plan," Kennedy said. The site is due to go live within days and remain open for several weeks to collect input.
Erin Shane, who introduced the item, said consultants will be on-site in about two weeks to run community forums and interviews. Kennedy said the project includes two full-day planning sessions with county leadership and the board; the first in-person session is scheduled for April 7.
The consultants characterized the strategic plan as a tool for transparency and prioritizing resources over a 3–5 year timeframe and said the final plan will include performance measures and an implementation companion to assign responsibilities and reporting timelines. Board members asked for follow-up on the Social Pinpoint functionality and agreed to advance outreach once the site is live.
Next steps: county staff and the consultant team will publish forum locations, activate the Social Pinpoint site, and begin on-site interviews and forums ahead of the April planning session.
