The Leitchfield Plan Commission reviewed a site plan for New Horizon Church, proposed at the end of School Street behind the water tower, and discussed outstanding subdivision plat issues for a nearby development. Colin, the applicant’s designer, presented the church plan and walked commissioners through utilities, parking and staging questions.
Colin said the proposed building footprint is about 6,000 square feet under roof and that "about 1,280" square feet would be a covered canopy; he reported the congregation currently numbers in the fifties and the proposed layout includes 40 parking spaces (the plan’s seating estimate was stated as up to 120). Colin said six dedicated handicap spaces would be paved and he requested flexibility to allow a gravel or base course parking surface temporarily with a timeline for final paving.
On utilities, the applicant outlined two sewer options: connect to a lift station installed by the Hawkins development (preferred) or, if capacity is inadequate, install a private septic field subject to Grayson County Health Department approval. Electric service is proposed from Warren RECC with an underground transformer; a potential gas extension by the city was discussed but not finalized. Commissioners asked staff and the applicant to confirm sewer capacity and engineering sizing; the applicant said engineers would review capacity and sizing.
On the previously discussed subdivision plat (off Hilltop and Cave Mill Road), participants reviewed access easements, a 10‑foot access strip to Lot P, deed documentation and a recorded‑easement requirement from Warren RECC. The commission advised documenting deed book and page numbers for signed easements on the plat and adding an affected property owner (Sarah Schmidt) to the ownership list where appropriate.
The commission did not take a formal vote on the site plan. Instead, commissioners asked the applicant to submit a written parking/paving timeline and proposal to staff; Tyler will present that proposal to the commission so the applicant likely will not have to return in person. The applicant estimated a 6–8 month construction timeline once approvals and engineering details are resolved.
Follow-up actions: applicant to provide a paving/timeline proposal to planning staff; staff to verify sewer capacity with Hawkins development and present findings to the commission.
