Engineer reports $21.9M low bid for Shepherdsville wastewater expansion; city to await EDA and KIA approvals

Mark Sneev, an engineer with Strand Associates, told the Shepherdsville City Council on Feb. 9 that the city received four conforming bids for a hydraulic expansion and improvements at its wastewater treatment plant and that all bids were below the engineer's cost opinion.
"The low bidder was about $21,900,000," Sneev said, adding that the engineer's estimate had been $25,700,000. He described the work as a public-health investment: the plant collects sewage, treats it and discharges a treated effluent to the Salt River.
Sneev said two funding approvals remain before the city can award a contract: a $6,000,000 economic development administration (EDA) grant the city has applied for and a low-interest, subsidized 20-year loan from the Kentucky Infrastructure Authority (KIA). Strand recommended the apparent low bidder, PACE Contracting, but the presentation was introductory and no award was requested at the meeting.
"We're not asking for any action on the council's behalf tonight," Sneev said, and told the council he expected to return in roughly two weeks with a recommendation after the funding agencies complete their reviews.
Mayor (speaker 1) and council members asked for the bids to be circulated to the council and staff for review before any formal award. Council members also noted the project is part of a longer-term plan for wastewater and hydraulic capacity to support 10- to 20-year growth for the city.
What happens next: staff will work with Strand Associates to secure required approvals from EDA and KIA; when both agencies authorize use of their funds, the city will be able to award the construction contract and return to the council for a formal vote.
