Outside agencies ask for increased funding; library seeks state‑aid compliance money and director salary bump

Lorna Rexrode, associate director for CASA Central Virginia, said CASA’s local caseload has grown and that 70 Appomattox children were referred last year while CASA currently serves 18 Appomattox children; she requested $3,000 from the county to recruit and train volunteers for an upcoming 8‑week training class. Rexrode outlined CASA’s volunteer model, described state and local partnerships, and said the county’s requested support would help close the gap between referrals and assigned volunteers.
Sarah Maddox of the Piedmont Area Veterans described the organization’s recent building purchase and asked for an increase in county support—she suggested $1,000–$2,000 extra to help with repairs, mortgage and programming as the center expands services and partner agency presence.
Catherine Bloodworth, interim Jamerson Memorial Library director, told the board the library could lose state aid for 2025 unless 2024 state-aid eligible line items are spent and reported. She requested $54,855 in FY2025 to achieve Library of Virginia compliance, including a proposed director salary of $65,000 (she noted $16,500 would be eligible for reimbursement by the Library of Virginia when a certified director is hired). Bloodworth described services at risk (online resources, universal classes, VetNow, transparent languages) if state aid is lost and asked the board to consider the funding to preserve those services.
Supervisors asked clarifying questions about case counts, state reimbursement rules for a director’s salary, and the library board’s hiring process. No final appropriations were made; supervisors said they would consider the requests as part of the broader FY2025 budget process.
