- Reappointments: Lauren Metz (Planning Commission) and recommended reappointments to the Board of Zoning Appeals and Historic Zoning Commission (James Bridal, Michael Deltweiler, Cathy Lamb and Lee Carney); motions moved and approved by voice vote.
- Calendar and minutes: Council approved the Dec. 4, 2025 minutes and the meeting agenda.
- Rezoning: Ordinance O25-11-20 passed on second and final reading to rezone 208 East Stevens Street (Tax map 53K Group J Parcel 20) from single-family/duplex residential to CL local commercial; no public comments were reported since first reading.
- Budget amendment: Ordinance O25-12-22 amending the FY26 Animal Control Fund was approved on second and final reading. Staff reported a decrease to the fund balance of $425,000.
- Consent agenda: Approved one-time wetlands credit purchase for the new energy facility, authorized the city manager to execute a pole attachment agreement with Verizon Wireless, and awarded bids for grinder pump equipment procurement.
- ERP software: Approved year-one subscription to the ERP software (first-year cost $190,653) as budgeted and previously contracted.
- Change orders: Approved Change Order No. 1 for Cane Creek Park LPRF improvements (net +$8,977; contract total $1,810,977) and Change Order No. 2 for Dogwood CPAC (net +$3,183; revised contract total $1,566,583).
- Grants: Approved application for Community Development Block Grant (CDBG) disaster funds (Resolution R25-12-23) for projects related to the 2020 tornado; the city's portion is $2,057,218 with no local match; planned use is Cane Creek Pump Station and sewer expansion in the affected area.
All listed items were moved, seconded and approved by voice vote during the meeting.
