Cookeville Council approves consent agenda, infrastructure contracts and water contract amendments (5-0)

At its Jan. 15 meeting, the Cookeville City Council approved the consent agenda, authorized a three-year professional services agreement with Gresham Smith, extended the City of Baxter water contract 20 years, approved a $41,598 change order for the water treatment plant generator, and approved a $12,974.19 estimate to remove abandoned poles — all by 5-0 votes.
The Cookeville City Council approved multiple routine and project-related items by unanimous votes at its Jan. 15, 2026 meeting.
On the consent agenda the council approved scheduling a Feb. 19 public hearing on a rezoning (tax parcel referenced), renewed cybersecurity insurance, awarded bids for 2,430 square poles and for advanced metering infrastructure meters and components, and declared a 2007 roll-off sanitation truck surplus. The consent agenda motion passed 5-0.
The council authorized the city manager to execute a three-year professional services agreement with engineering firm Gresham Smith that allows city departments to use the firm for projects on a task-order basis but does not obligate the city to retain them. "This is a 3 year agreement that allows Gresham Smith to provide engineering services to city departments," staff stated, and recommended approval. The item passed 5-0.
Council also approved amendments to the City of Baxter water contract that extend the water-sales agreement for 20 years. Staff said the amendments change certain conditions and recommended approval; the council voted to approve the contract amendment 5-0.
For the water treatment plant generator construction project, staff requested change order number 1 so the contractor would furnish copper conductors the contract previously listed as city-provided. Staff said the change order amounts to $41,598; the council approved the change order 5-0.
As part of that generator project, staff presented an estimate from UC and C to remove approximately 10 abandoned poles and related overhead lines near the water intake to support the new underground line. The estimate is $12,974.19 and staff said these costs will be funded with ARP money; the council approved the estimate 5-0.
Other routine actions included withdrawing one rezoning item (2034 West Broad Street, O 250813) at the applicant’s request. The meeting closed with no non-agenda public comment and adjournment.
