The McLean County Executive Committee approved multiple advertising and event contracts intended to promote the 988 crisis hotline and advance the county's 2026 Behavioral Health Action Plan.
Staff described a focused outreach effort this year with a smaller budget than the previous campaign and a focus on crisis services. The committee approved an advertising agreement with Pantagraph Publishing/Lee Enterprises for multi-modal promotional work (print, streaming video and audio), a contract with Marcus Media Group for a 30-second pre-trailer theater spot, and an extension of a tail-wrap and interior signage contract with Halk Transit Advertising that will display messaging in both English and Spanish on Connect transit buses.
Miss Landreth said the Marcus Theatre spots will run through the rest of 2026 and that some creative editing costs were expected; a staff member noted an anticipated approximately $250 editing cost from a vendor called Nitro and roughly $3,000 remaining in creative-related costs. Staff stated the overall budgeted outreach goal for 988 this year was $50,000 and that, after the approved contracts, the county had "roughly about $33,000 to go with that." The committee also approved an ISU event management contract to host the county's ninth annual Behavioral Health Forum (currently anticipated for Oct. 29, 2026) and a venue contract with Normandy Village (Soldiers and Sailors Home) to host a community mental health "field day" during Mental Health Awareness Month in May 2026.
Members emphasized outreach to vulnerable populations and invited community partners to contribute to creative materials to ensure all groups are represented.
What happens next: contracts will be executed and creative development will proceed; staff expect to spend remaining budget with local partners and digital billboards if needed.
