Mayor Yokoyama asked the city clerk, manager, attorney and MIS staff to validate approximately 6,400 protest forms submitted during the Proposition 218 water and sewer rate hearing and to return a final count within 60 days.
The mayor recapped the Jan. 26 hearing and the council’s subsequent Proposition 218 action, saying the council had approved incremental rate adjustments after finding a minority protest. He urged the clerk’s office to review and report the number of validated versus invalidated protest forms and set a 60‑day target for completion: “I would like that done in 60 days,” he said.
The mayor described prior subsidies to the water and sewer fund and framed the council’s action as an effort to stop further general‑fund subsidies for utilities. He told the council the prior policy change will allow the city to begin transitioning operations to a user‑funded model; the council asked staff to bring back the validation results and other procedural clarifications.
Councilmembers concurred with the direction to validate the protest forms and also reached consensus to pause consideration of proposed charter amendments until further instruction from the council.
