City staff presented three concepts and summarized public feedback. Staff said the opinion of probable cost for the preferred concept (with heater and dive well included in the base) was roughly $5.0 million; separating the pool into two distinct bodies of water was estimated to add roughly $300,000 (bringing some estimates into the $6.0 million range depending on options). Staff also noted a dive well increases construction by about $200,000 and that heating the pool from March through October would cost roughly $31,500 annually.
Council members debated tradeoffs: supporters said two pools reduce the risk that a single incident would close all recreation access and improve programming flexibility; opponents flagged higher upfront costs and operating staffing and training implications for dive well requirements. City staff noted that heating and lifeguard availability affect the feasibility and operational cost of extended seasons.
A council motion to adopt concept 3B (two separate bodies of water) carried. Staff will proceed with design details and later return with final construction estimates and bidding documents.
