Jersey Village ratifies phased city campus plan, approves additional design funding

The Jersey Village City Council voted to appropriate about $770,000 to continue architectural design work for the proposed city campus and ratified a phased construction approach that includes the lobby as part of Phase 1.
Finance Director Jennifer Brown told the council the architectestimated total design fee at $1,250,000 and said about $254,000 has already been paid. Brown said the additional appropriation would come from general‑fund balances and would fund the design effort as the city proceeds under the phased approach agreed at a December workshop.
Several residents during public comment urged the council to halt the effort or return the project to voters after a bond measure failed. Resident Michael Trigian said city management was attempting "to make an end run around the voters by breaking the project into smaller pieces," and asked the council to "halt this project and respect the outcome of the vote." Des Peterson, who described himself as a subject matter expert, urged cost savings and sharper scrutiny of the design process.
City Manager Austin Blais told the council the subcommittee recommended including the lobby in Phase 1 so construction sequencing would avoid redoing work later; staff estimated Phase 1 construction costs (City Administration Building, Public Works Building and lobby) at about $7.98 million with a total project contingency and allowances approaching $9.4 million. Blais said design costs were addressed separately and that council could change phasing if it chose.
Council members debated the merits of phasing, whether further design revisions could yield material savings, and the timing given upcoming council turnover. After discussion the council passed the ordinance to appropriate the funds and a resolution ratifying the phasing approach and authorizing staff to proceed with coordinated design.
Next steps: staff will continue design work under the council's direction; the resolution reaffirmed that the remainder of the campus (council chambers, larger meeting rooms and community classrooms) will be considered in a later phase and under future council approval.
